Capital Region Long Range Transporation Plan

The Capital Region Planning Commission represents the eleven parishes in this area in matters of transportation, economic development and enviromental issues. Whether their power is comprehensive, I don't know.

The CRPC has scheduled open houses at a variety of locations this month concerning the future of transportation in the Baton Rouge metropolitan area. Those interested in encouraging full-cut-off lighting for any new construction (or any alterations of existing structures) in the local area should either attend one of these meetings or let their concern be known in another manner. An online survey goes live on 6 March.

A statement in the March issue of EBRP Library's Source states: "All regionally significant transportation projects must be included in the long-range plan to be implemented. Your input is important to the future growth and economic potential of East Baton Rouge Parish." Any input given during the initial meetings for MOVE2042 (apparently some sort of initiative) will inform the direction of transportation infrastructure in the area for the next twenty-five years.

All of these open houses will run from 4:30pm to 7:30pm. The locations are as follows...

The Move2042 survey is now online and will remain there until 26 March. Aside from the "Welcome" and "Thanks" sections, the input divisions include "Transportation Goals", "2042 Growth Options" and "Map Your Needs".

A final public meeting concerning the Move2042 initiative will take place on Wednesday 13 August from 4:30pm to 7pm CDT at the EBRP Main Library (7711 Goodwood Boulevard). An interactive online survey will be at the CRPCLA website until 10 September.

A new survey is now available at the CRPCLA website. I took the survey yesterday evening at the EBRP Main Library and it is very brief and straightforward. Please take time to fill this out; it is online until 17 September. (Link in posting above.)

During my visit to the MOVE2042 meeting yesterday (the final one), I found out that the personnel consolidated comments from previous meetings. I saw my comment...
Require all government nighttime lighting be "FULL CUT OFF". Making this switch will have the following benefits: (1) lessen light pollution in the sky; (2) diminish glare in the eyes of drivers; (3) lower the disruption of nocturnal animal behavior; (4) cut government electricity bills; (5) save fossil fuels. The reponse from the CRPCLA meeting staff was Revise Urban Design and Neighborhood Action Item 2.1.5. I believe these Action Items are probably accessible at the CRPCLA website.

Before I left yesterday evening I wrote down another comment...
Thank you for considering the option of FCO ("full cut-off") lighting for the local area. I would also ask that those FCOs contain luminaires that are not too white or blue-white, as many perceive that wavelength to be too bright and garish. Please consider a temperature that is "warm"--no more than 3000 Kelvin.

Lo and behold, there will be one more MOVE2042 meeting--tomorrow, beginning at 1:30pm at BREC Headquarters (6201 Florida Boulevard, 272-9200). Input will be gathered for the short-term Transportation Improvement Plan, which has a timeline of 2018 to 2022. Hard copies of TIP can be found also at the Capital Regional Planning Commission (333 N 19th Street) and in all library systems in the five-parish region (Ascension, East Baton Rouge, Iberville, Livingston and West Baton Rouge).

Please attend or contact the CRPC in another manner to voice support for FCO lighting in the area.

Actually it turns out the meeting was a combined Technical Advisory Committee and Transportation Policy Committee Meeting. The rest of this year's TPC meetings will take place in the BREC Commission Chambers at 1:30pm on Tuesdays...
