Bob King suggests using the The Great Square of Pegasus to gauge the darkness of an observing site. Of course, any test like this is dependent on the inherent quality of the eyes performing the test. Therefore, several people of a variety of ages and skygazing experience should perform the test at any given location to come to a solid conclusion regarding the level of light pollution there.
